Musa Dankwah, Executive Director and Head of Research at Global InfoAnalytics, has advised the Minority Caucus in Parliament to publish a clause-by-clause comparison of the original 2021 Human Sexual Rights and Family Values Bill and the newly amended 2025 version passed by Parliament.
In a Facebook post on Sunday, May 31, 2026, Mr. Dankwah stated that a side-by-side redline document represents the most efficient means for voters to assess the substantive changes independently.
“To make life easy for voters to see the ‘empty’ new LGBTQ bill, the Minority should publish the difference between the previous bill and the new bill clause by clause,” he said.
Mr. Dankwah further argued that such transparency would strengthen the Minority’s position in the ongoing public debate.
“A clause-by-clause breakdown will help their argument and make it easy for all to see. This is just advice because people really want to see the differences,” he noted.
The recommendation follows widespread public debate over the 32 amendments introduced after the bill’s reintroduction in the Ninth Parliament.
The Minority Caucus, composed primarily of New Patriotic Party MPs, has accused the National Democratic Congress government of weakening the legislation.
They contend that if the 2021 version was deemed fit for purpose and ready for presidential assent, it ought to have been reintroduced without significant modification.
A public redline comparison would clarify which penalties were reduced, which enforcement provisions were removed, and whether new protections for the media, teachers, and access to healthcare were incorporated.
Parliament passed the amended Human Sexual Rights and Family Values Bill on May 29, 2026. The legislation now awaits the assent of President John Mahama.
